Box 388 <br /> 445 North San Joaquin Street <br /> Stockton, CA 95201-0388 <br /> Subject: Work Plan for Remedial Activities <br /> Federal Emergency Management Agency <br /> KJAX Radio Station Transmitter <br /> 5451 East Harding Way-San Joaquin County <br /> Stockton, California <br /> Site Code 2598 <br /> Woodward-Clyde Project No. 8054 <br /> Dear Ms. Hinson: <br /> Woodward-Clyde Federal Services (WCFS) has been contracted by the Federal Emergency <br /> Management Agency (FEMA) to conduct underground storage tank closure activities at Emergency <br /> Alert System (EAS) stations throughout the United States and its territories. Radio Station KJAX <br /> (KJAX), located at 5451 East Harding Way in Stockton, CA (Figure 1), is one of the protected EAS <br /> stations. This work plan, which is being submitted to San Joaquin County Environmental Health <br /> Division (SJCEHD) for approval, presents remedial activities planned for the KJAX Radio Station <br /> Transmitter site. The activities described in the work plan are based on the removal of one <br /> underground storage tank (UST) in November 1993 and the site characterization activities conducted <br /> in June 1995. The work plan is divided into the following sections: Background (tank removal and site <br /> characterization activities); Proposed Scope of Work-, and Schedule. <br /> BACKGROUND <br /> The site is located at 5451 East Harding Way, 1/4 mile west of Beyer Lane, in Stockton, California <br /> The site consists of a generator shed containing a propane generator and an equipment shed, both <br /> located on a concrete pad (see figure 2). The site is enclosed within a chain-link fence. The site lies in <br /> the central portion of the Central Valley, within the Great Valley Geomorphic Province. This <br /> geomorphic province is characterized by a network of alluvial fans that form a relatively flat basin. <br /> Tank Removal Activities <br /> On November 12, 1993, one UST, which formerly contained diesel fuel, was removed from the KJAX <br /> site. The 1000-gallon steel UST, which had been installed in 1964, was approximately 4 feet in <br /> diameter and 11 feet in length. The UST had been out of service since the mid 1980's.
