R5-2008-0149-005, <br /> CONTINENTAL GRAIN COMPANY, FRENCH CAMP GRAIN ELEVATOR, 9504 SOUTH <br /> HARLAN ROAD, IN-SITU REMEDIATION OF VOLATILE ORGANIC COMPOUNDS, SAN <br /> JOAQUIN COUNTY <br /> Continental Grain Company (Discharger) has submitted to the California Regional Water <br /> Quality Control Board, Central Valley Region (Central Valley Water Board) a 7 May 2009 <br /> Notice of Intent, requesting coverage under General Order No. R5-2008-0149 entitled General <br /> Waste Discharge Requirements for In-situ Groundwater Remediation at Sites with Volatile <br /> Organic Compounds, Nitrogen Compounds, Perchlorate, Pesticides, Semi-Volatile <br /> Compounds and/or Petroleum Compounds. Based on information in your submittal, it is our <br /> determination that this project meets the required conditions in order to be approved under <br /> General Order No. R5-2008-0149. All of the requirements contained in the General Order are <br /> applicable to your project. You are assigned Order No. R5-2008-0149-005. <br /> Project Location: <br /> The project is located at the French Camp Grain Elevator facility, at 9504 South Harlan Road, <br /> San Joaquin County, Latitude 37052'32" N, Longitude -1210,16'32"W., Assessor's Parcel No. <br /> 193-21-003. The site location is illustrated in Figure 1. <br /> Project History: <br /> In 2004, pursuant to Waste Discharge Requirements Order No. R5-2004-0160, Continental <br /> Grain Company injected zero-valent iron into the subsurface at four locations to create an iron <br /> formation that degrades the constituents of concern, which are carbon tetrachloride, <br /> chloroform, 1,2-dichloropropane, and 1,2,3-trichloropropane. These Waste Discharge <br /> Requirements were rescinded on 25 January 2008. In 2008, the Discharger implemented a <br /> groundwater recirculation pilot study that removes polluted groundwater from an extraction <br /> well downgradient of the iron injection locations and delivers it into one of the iron formations <br /> through an injection well. The groundwater recirculation system accelerates the rate of <br /> contaminant destruction within the iron formation. <br /> California Environmental Protection Agency <br /> C10ecycled Paper <br />
