EHD has a contract with the California State Water Resources
Control Board to conduct a UST corrective action program. The above-referenced site was
placed in the EHD Local Oversight Program (LOP) on July 10, 1997.
A telephone conference was held on May 3, 2007, regarding this site. Participants were Margaret
Lagorio and Harlin Knoll representing the EHD, Linda Huff representing Huff and Huff Inc., Dan
Decker and James Taylor representing the Conti Group Companies Inc. Prior to the telephone
conference the EHD had reviewed Corrective Action Report dated August 29, 2006, and
Quarterly Reports for 2006. Since the telephone conference the EHD has reviewed the IST and
2"d Quarterly Reports for 2007. The reports were prepared and submitted by Advanced
GeoEnvironmental, Inc. on your behalf. The EHD provides the following comments based on the
telephone conference and our review of the reports.
1. In September 2005 a Corrective Action Plan (CAP)was implemented and approximately
1308 tons of diesel contaminated soil and approximately 1500 gallons of contaminated
water were removed from the former UST area for proper disposal. Soil samples were
collected from the bottom of the excavation and the stockpiled soil. The excavation
required shoring so sidewall soil samples were not collected from the excavation. The
analytical results of the three soil samples collected from the base of the excavation floor
at approximately 26-28 feet below ground surface (bgs) ranged from less than 5
milligrams per kilogram (mg/kg)to 3500 mg/kg of total petroleum hydrocarbons as diesel
(TPH-diesel). The stockpile sample results ranged from 2500 mg/kg to 12,000 mg/kg of
TPH-diesel. This corrective action was appropriate for this site based on soil type,
contaminant and depth to water.
2. Soil samples from soil boring SB-12, completed in June 2000, located east of the
excavated area, were non-detect for TPH-diesel from 30 to 50 bgs. The soil results from
SB-12 provide data to support vertical contamination delineation in the soil at the former
UST location.
3. There are seven monitoring wells (MWs) located outside the excavation foot print that are
being sampled quarterly. Six of the MWs are shallow wells with screen intervals across
the water table, but one well (MW-7) is a deeper well with a screen interval from 30 to 35
feet bgs. Groundwater sample results from many of the MWs evidence diesel
