The attached application for authorization of uncontrolled soil aeration was '
submitted to the San Joaquin Valley',Unified Air Pollution Control District (SJVUAPCD) for
approval on June 1, 1993:The subsequent letter of,approval (613193) authorizing the uncontrolled
soil aeration is attached for your information. The uncontrolled aeration of soil onsite began on
June 19, 1993.-
In a telephone conversation on July 8, 1993, Mary Meays of San Joaquin County Public Health
Services (SJCPHS), gave Chevron permission to incorporate drill cuttings generated offsite to the
existing soil aeration at the subject site.'Permission was given to Chevron provided that a letter was
submitted to SJCPHS stating our intentions to aerate the five barrels of drill cuttings onsite and
providing the drill cutting analytical results. You will find attached a copy of the composite soil
analytical results for the drill cuttings that were generated during-site assessment work associated
with the former Chevron site at 45 E.`Harding.Way, Stockton, CA. The drill cuttings will .be
spread onsite, aerated, and sampled under the supervision of SJCPHS before being returned to the
open tankpit onsite as backfill.
Chevron's consultant, Touchstone, will be onsite.to take one discrete soil sample for-every 20
cubic yards of aerated soil. Soil sampling will be performed under the supervision of SJCPHS.
Collected soil samples will be submitted to a state certified laboratory to be analyzed for TPHGas
and BTEX constituents. Chevron will`provide all soil analytical results to SJCPHS for review..As
soon as approval is received from SJCPHS, Chevron will proceed to backfill the existing tankpit
onsite with the aerated soils. It is Chevron's understanding that with the.completion of the tankpit
backfilling no further action will be required at this site: Do you concur?
Touchstone Developments will notify;SJCPHS at least 24 hours-in advance prior to beginning
confirmatory soil aeration sampling:.If you have any questions or comments, I can be reached at
it:yc!3t;in
