I Facility Address: Oete: <br /> RAMOS OIL CAR D LOCK 8925 WTHORNTON RD,THORNTON January 23, 2020 <br /> SUMMARY OF VIOLATIONS <br /> IU ASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item M Remarks <br /> 611 CFR 112.7(b)Plan failed to include a description of potential equipment failure or provide equivalence. <br /> The SPCC plan states that discharge predictions are included in Table 4.The SPCC plan also states that because <br /> of the facility's containment structures, a major type of equipment failure leading to discharge is unlikely and that in <br /> the event of a discharge that escapes any secondary containment,spill kits will be on hand that will include <br /> absorbent material, booms,and pads.Table 4 of the SPCC plan titled"Potential Discharge Predictions"has five <br /> columns, 'W of containers", 'Volume(gal)", "Contents","Storage Area"and "Spill Prediction" .The spill prediction <br /> states that it will be within secondary containment.A prediction of the direction, rate of Sow and total quantity of oil <br /> that could be discharged from the facility as result of each type of major equipment failure.Secondary containment <br /> for the tanks is described as being as being a wall around the tanks, but the tanks are described as being double <br /> walled by the facility. <br /> (b)Where experience indicates a reasonable potential for equipment failure(such as loading or unloading <br /> equipment,tank overflow, rupture,or leakage,or any other equipment known to be a source of a discharge),include <br /> in your Plan a prediction of the direction, rate of flow,and total quantity of oil which could be discharged from the <br /> facility as a result of each type of major equipment failure. <br /> The SPCC plan should address the direction,rate of flow, and total quantity of oil which could be discharged from <br /> the facility as a result of each type of major equipment failure such as such as loading or unloading equipment,tank <br /> overflow, rupture,or leakage,or any other equipment known to be a source of a discharge. <br /> This is a Class II violation. <br /> FM0179U PRODU78 SC001 01Q3202t <br /> EHDM8 I R—WraV1019 Page 5 of Abaveg J Petro—Sbra)e AC OIR <br /> 1868 E.
