URS <br /> July 24,2012 <br /> Mr. Johnny Yoakum <br /> San Joaquin County Environmental Health Department <br /> 600 East Main Street <br /> Stockton, California 95202 <br /> Re: Well Decommissioning Work Plan <br /> San Lorenzo Lumber Company <br /> 11800 South Harlan Road,Lathrop,CA 95330 <br /> URS Project No.33763358 <br /> Dear Mr.Yoakum: <br /> URS Corporation Americas, on behalf of RN Real Estate, LLC, has prepared this work plan for well <br /> decommissioning of one monitoring well at their facility located at 11800 South Harlan Road, Lathrop, <br /> San Joaquin County, California(site) (Figure 1). This work plan has been prepared at the request of the <br /> San Joaquin County Environmental Health Department (SJCEHD) to satisfy the agency's requirements <br /> for obtaining a well and boring permit. <br /> SITE BACKGROUND <br /> The site is located at 11800 South Harlan Road in Lathrop,California(Figures 1 and 2). The site consists <br /> of an approximately 41-acre parcel formerly used as a lumberyard. <br /> The Sharpe Army Depot is located adjacent and east to the property;this site is listed as an open site with <br /> the California Regional Water Quality Control Board due to volatile organic compounds(VOCs)in <br /> groundwater. VOC-impacted groundwater has migrated off-depot towards the northeast. In August 1993, <br /> one groundwater monitoring well(C-1)was installed to evaluate groundwater quality in the northeast <br /> comer of the property as a result of the Sharpe plume.According to the SJCEHD Monitoring Well <br /> Installation Report dated August 5, 1993,the well was constructed with 4-inch Schedule 40 polyvinyl <br /> chloride(PVC)casing with a screened interval of 102 to 117 feet below ground surface(bgs). Sixteen- <br /> inch steel conductor casing was installed to 85 feet bgs to adequately seal off water bearing units above <br /> the screened interval(Attachment A). <br /> RN Real Estate would like to decommission C-1 as part of their planned redevelopment.. The SJCEHD <br /> requested C-1 be sampled prior to decommissioning. One groundwater sample was collected from C-1 in <br /> March 2012 to evaluate if VOCs are present in the well.
