Hammer Lane, Stockton, California <br /> Dear Mr. Infuma: <br /> This letter is written by Pinnacle Environmental Solutions, a division of EMCON <br /> (Pinnacle), on behalf of ARCO Products Company (ARCO), in response to your subject <br /> letter. This letter is also intended to update your agency on the status of previously <br /> proposed off-site work associated with the site. <br /> As you state in your letter, "Installation of the proposed monitoring wells in the adjacent <br /> parcel to the south of the site will require an access agreement signed by the property <br /> owner. " To date, and after several attempts to obtain access from Lincoln Properties <br /> (each item of access correspondence has been copied to your agency), we have yet to <br /> secure an executed agreement. Attempts to gain access are ongoing between ARCO and <br /> Lincoln Properties. Previous items of correspondence concerning access were forwarded <br /> to Mary Meays of your department and should be in your agency 's files. As requested, <br /> you will receive all future copies of correspondence related to obtaining access. <br /> In your letter, you also make the comment "PHS-EHD staff will conduct a field <br /> inspection during drilling activities and will determine which soil samples will be <br /> selected for analysis at the laboratory. " We will prepare workplans with specific <br /> proposed scopes of work and will submit them to your agency for review and <br /> comment/approval prior to initiating work. As the professional consultants, we provide <br /> the registered geologists and engineers which are required to oversee and conduct the <br /> proposed and approved workscopes as outlined in the Tri-Regional RWQCB guidelines <br /> in which a third-party consultant is involved in the process. We will be happy to discuss <br /> our field methods and samples to be selected for analysis and will do our best to perform <br /> this work according to the professional standards of practice for this work. However, it <br /> is also our responsibility to conduct these investigations in the most cost-effective <br /> manner possible as this saves money for both our client and the State UST <br /> reimbursement fund.
