i <br /> 1612 Hammer Lane <br /> January 1998 <br /> Page 2 <br /> Regarding the underground storage tanks, PHS/EHD has been informed by ARCO that the <br /> required and previously directed investigation is contingent upon the removal of the <br /> underground storage tanks which have not been in operation since March 1997. The <br /> investigation which has been conducted to date was initiated as a pre-tank removal assessment <br /> in 1990. PHS/EHD has informed ARCO that the tanks are out of compliance and received a <br /> copy of an ARCO internal correspondence dated October 30, 1997 which reiterated the fact <br /> that ARCO had legally only 90 days to remove the abandoned underground storage tanks and <br /> that extensions would not be granted. <br /> PHS/EHD hereby notifies ARCO that the site is out of compliance with the <br /> California Health and Safety Code and Underground Storage Tank Regulations. <br /> In order to achieve compliance, ARCO shall submit all information necessary to remove the <br /> abandoned underground storage tanks, shall remove the tanks, shall submit the work plan to <br /> complete the investigation by January 30, 1998, shall implement the work plan within the <br /> dates established, and shall submit summary reports within 45 days of the completion of the <br /> directed field activities. <br /> If you have any questions, please do not hesitate to contact me at (209) 468-0337. <br /> Donna Heran, REHS, Director <br /> EEnnviirnonmental Health Di 'sion <br /> v I <br /> Mary Meays, Senior REHS Marga, REHS <br /> Site Mitigation Unit Supervisor <br /> cc: Pat Anderson, CVRWQCB <br /> cc: Wilbur Smith, Lincoln Properties <br /> cc: Jay Johnson, EMCON <br />
