SVEIAS <br /> remediation has already been performed at this site. The SVEIAS remediation system <br /> was operated until ARCO's consultant determined it was no longer effective and it was <br /> shut down. No information, detail or justification has been provided to SJCIEHD to <br /> explain why SECOR thinks it would be beneficial or cost effective to restart the same <br /> system utilizing the same wells as were previously used. <br /> SJCIEHD does not approve the further testing of the existing SVEIAS system at this site, <br /> unless an adequate technical justification is provided. Please proceed with submittal of <br /> a remedial action plan (RAP) to address the groundwater contamination remaining at <br /> your site. The RAP is due for submittal no later than December 15, 2006.
