LANE <br /> SAN RAMON CA 94583 MORAGA CA 94556 <br /> RE: Former ARCO Station #548 SITE CODE: 1127 <br /> 1612 Hammer Lane <br /> Stockton CA 95209 <br /> San Joaquin County Environmental Health Department (SJCIEHD) has reviewed Remedial Action <br /> Plan(RAP)dated May 31, 2006 submitted on your behalf by Secor International Incorporated, <br /> (SECOR)and has the following comments. <br /> SECOR submitted the RAP at SJCIEHD direction to address the dissolved petroleum hydrocarbon <br /> contamination remaining in the groundwater at this site. In the RAP SECOR discusses four <br /> alternative remediation strategies, and recommends conducting a feasibility test utilizing the three <br /> existing air sparge wells. This site previously underwent soil vapor extraction (SVE)remediation, <br /> but air sparging (AS)was never implemented in conjunction with that phase of work. <br /> SJC/EHD agrees with the proposal to conduct a feasibility test for air sparging, but requires that <br /> SVE be performed in conjunction with the test to demonstrate effective capture of the introduced air <br /> and stripped hydrocarbon vapor. <br /> Please submit a detailed work plan for conducting the proposed AS test. Please clarify in the work <br /> plan whether only the existing AS wells will be used or if you intend to install additional wells, as <br /> section 6.3 of the RAP states both. Include in the work plan specific details of exactly how SECOR <br /> intends to conduct the test, including how the onsite wells will be monitored for determination of the <br /> AS radius of influence. Current concentrations of contaminant vapor removed by the SVE system <br /> should be determined prior to initiation of the AS test. The work plan is due for submittal to <br /> SJCIEHD no later than August 4, 2006.
