6ETTLER - RYAN INC.
'T April 19, 2000
APR 2 .0 2000
Mr.David J. Camille 2NV1R0NMEI.ITAL HEALTH
Tosco Marketing Company PERMIT/SERVICES
2000 Crow Canyon Place, Suite 400
San Ramon, California 94583
Subject: Interim Migration Control Plan
Tosco (Former BP Oil) Station No. 11193
3202 West Hammer Lane, Stockton, California.
Dear Mr. Camille:
At the request of Tosco Marketing Company (Tosco), Gettler-Ryan Inc. (GR) has prepared this
Interim Migration Control Plan (IMCP) for the subject site. The work proposed was requested by
San Joaquin County Environmental Health Division (SJCEHD) in a letter dated March 10, 2000.
This IMCP outlines a timely and potentially effective remedial strategy, that uses existing facilities
and a safe and cost-efficient groundwater disposal option. GR proposes the removal of
approximately 5,000 gallons of groundwater (combined total) from groundwater monitoring wells
MW-1 and MW-2 on a weekly basis, to limit migration of hydrocarbon-impacted groundwater and
reduce dissolved hydrocarbon concentrations in the vicinity of the existing underground storage tanks
(USTs).
SITE DESCRIPTION
The subject site is situated at the southwest corner of West Hammer Lane and Kelly Drive in
Stockton, California (Figure 1). Current station facilities include two 12,000-gallon double-wall
gasoline USTs,two dispenser islands, related product lines, one canopy, and a station building. Four
on-site groundwater monitoring wells (MW-2 through MW-5), one on-site vapor extraction well
(VW-1), and two off-site groundwater monitoring wells (MW-6 through MW-7)are present at and in
the vicinity of the site. In addition, one destroyed on-site groundwater monitoring well (MW-1) is
located near the UST complex. Locations of the pertinent on-site features are shown on Figure 2.
PROPOSED REMEDIAL ACTION PLAN
GR is proposing the removal of approximately 5,000 gallons of groundwater weekly (combined total
for both wells) from monitoring wells MW-1 and MW-2 as a migration control and remedial
measure. Both wells MW-1 and MW-2 are to be reconstructed with 4-inch diameter well casings.
The specifics of the well constructions are presented in the Cambria Environmental Technologies,
Inc. (Cambria) report Supplemental Investigation Work Plan, dated February 25, 2000. This
remedial option uses existing Tosco facilities for treatment and disposal of effluent groundwater;
thereby eliminating exposure risks and other negative impacts of on-site treatment of hydrocarbon
6747 Sierra Court , Suite J • Dublin , California 94568 ( 925 ) 551 - 7555
