Recall that this investigation was not prompted by knowledge of any <br /> releases from this facility. Rather,the work was performed to obtain chemical data in support of BP's <br /> planned divestment of retail properties acquired from Mobil during 1989.The data shows that variable <br /> concentrations of petroleum hydrocarbons were detected in off-site and on-site groundwater monitoring wells. <br /> Consistent with prior monitoring data,the highest concentrations were detected in samples obtained from well <br /> MW-2, located immediately north of the underground storage tanks. <br /> In a letter dated 7 February 1997,the San Joaquin County Public Health Services,Environmental Health <br /> t Division raised the concern that"new product may be reaching the groundwater"and that the"data does not <br /> indicate that this is a stable or declining plume." The county further suggested that BP submit a workplan to <br /> evaluate alternatives for active remediation based on these data. I understand that spill containers must be <br /> installed around the fill pipes before the USTs at this site can meet 1998 leak prevention requirements. The <br /> absence of spill containment devices most likely explains the variable concentration data associated with the <br /> wells in the immediate vicinity of the USTs.
