Vicki McCartney [EH]
From: Vicki McCartney[EH]
Sent: Friday, April 23, 2010 10:02 AM
To: 'Kirk Larson'
Subject: RE: Five year reviews
Good morning, Kirk.
Concerning the site at 4100 East Fremont Street, Stockton, California, by letter dated May
29, 2009, our department requested the submittal by September 3, 2009, of a comprehensive
site closure summary. Our department has not received this report. Our department can
not recommend this site for closure until this report has been submitted and evaluated.
Concerning the site at 244 West Harding Way, Stockton, California, by letter dated April
14, 2010, our department directed that all three wells be sampled during the second
quarter of this year since the wells have not been sampled since the fourth quarter 2008.
Our department also directed the submittal by June 14th of an evaluation of the potential
for vapor intrusion inside structures at this site. Our department first requested an
evaluation of the potential for vapor intrusion inside structures by letter dated May 29,
2009. If the findings from this evaluation are favorable, our department will request a
closure summary report.
Concerning the site at 3250 West Hammer Lane, Stockton, California, by letter dated
February 27, 2009, our department recommended that the responsible party request access to
collect groundwater samples for metal analysis from an adjacent parcel where ozone
injection has been in operation. If it could be demonstrated that the two sites have
similar hydrogeological characteristics and the results from the analyses indicated that
the groundwater quality would not be adversely affected from the ozone injection, then an
ozone bench-scale study would not be necessary. The responsible party provided
information to support the position that hydrogeologic similarities exist between the two
parcels; however, the responsible party does not believe that he should be required to do
the groundwater analyses since the adjacent site was not required to do this prior to
initiating ozone injection. The consulting firm representing the responsible party has
requested a meeting to discuss this matter. The meeting is tentatively set for May 17,
2010.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton, California 95202
Phone: (209) 468-9852
Fax: (209) 468-3433
Email: vmccartney@sjcehd.com
-----Original Message-----
From: Kirk Larson [mailto:KTLarson@waterboards.ca.gov]
Sent: Thursday, April 22, 2010 2 :25 PM
To: Vicki McCartney [EH]
Subject: Five year reviews
Good afternoon Vicki:
In your opinion, briefly, what is the status of:
4100 Fremont Street E, Stockton
244 Harding Way W, Stockton
3250 Hammer Lane W, Stockton
Thanks, Kirk
Kirk T.
