Regional Board staff .now require additional work prior to <br /> implementation of injections for Insitu Oxidation. Specifically, we need to evaluate <br /> whether Waste Discharge Requirements (WDRs, or permits) are applicable to the discharge. <br /> Our WDRs evaluation requires reviewing either a Geochemical Evaluation or a Bench Scale <br /> Test , prior to a Pilot Study. <br /> The Geochemical Evaluation requires analyzing site-specific soil and groundwater for all <br /> metals, including hexavalent chromium, and all general minerals. Using this data, ,a <br /> chemist or geochemist determines whether adverse reactions can occur (i.e. , oxidation of <br /> trivalent chromium to hexavalent chromium, or precipitation of iron oxides that would foul <br /> an oxidant injection system, etc. ) . The report would be signed by the chemist or <br /> geochemist, stating that: <br /> 1) a bench scale study would be needed to determine whether potential adverse reactions to <br /> water quality would be reversed, including the. time required for reversal, or <br /> 2) no adverse reactions would be expected with this site -specific soil chemistry, and a <br /> pilot study would be appropriate. <br /> Workplans would be submitted to this office and the local oversight agency for approval, <br /> prior to conducting the bench scale and pilot studies. <br /> Please contact me by phone or email if you have additional questions or comments. <br /> Jim Barton <br /> James L.L. Shaw <br /> proposed ozone microsparge for the property. <br /> I understand that the Central Valley has implemented a policy of greater <br /> caution regarding insitu oxidation, whether by permanganate or ozone.
