The San Joaquin County Environmental Health Department (EHD) has reviewed Addendum to
Work Plan for Bench-Scale Test and Injection Well Installation for Parkinson's I-5 ARCO
Service Station, 3250 West Hammer Lane, Stockton, California, dated November 17, 2008, as
prepared and submitted by Stratus Environmental, Inc. (Stratus) on your behalf. The addendum
was submitted in response to the EHD letter dated October 10, 2008, requesting clarification
concerning analyses to be performed when referring to samples being analyzed for petroleum
hydrocarbons, and the necessity to include additional groundwater analyses for the purpose of
evaluating the need for the Central Valley Regional Water Quality Control Board to
issue a waste
discharge requirement(WDR)permit.
The addendum consists of Stratus revising section titled Task 3: 0311-12O2 of the original work
plan. Stratus explains that during the performance of a"third test"involving a mixture of soil and
groundwater placed in five reactors, reactors and generated off-gasses will be analyzed for
petroleum hydrocarbons that consist of gasoline range organics (GRO); benzene, toluene, ethyl
benzene, and total xylenes, (BTEX); methyl tertiary-butyl ether (MTBE), ethyl tertiary-butyl
ether (ETBE), tertiary-amyl rnethyl ether (TAME), tertiary-butyl alcohol (TBA), di-isopropyl
ether- (DIPE), 1,2-dichloroethane (1,2-DCA), and 1,2-dibromoethane (EDB). Stratus also states
that aqueous.samples from the reactors will be analyzed for secondary water quality parameters
that include ,dissolved and total iron, lead, cadmium; selenium, chloride, fluoride, antimony,
beryllium, cobalt, mercury, molybdenum, silver, sodium, thalliurn, tungsten, vanadium, zinc, pH,
total dissolved solids (TDS), oxidation-reduction potential (ORP), and total organic carbon
(TOC) as well as other analyses listed in the original work plan.
Stratus also revised and resubmitted Tables 2 and 3 of the original work plan. With these
revisions, the.EHD approves the addendum as submitted.
