On behalf of our client, Quik Stop Markets, Inc. and at the direction of the San Joaquin
Environmental Health Department (SJCEHD), ATC Associates Inc. (ATC) requests access to the
aforementioned property for the purpose of conducting additional environmental investigations. As
the property owner, your authorization to allow access is required prior to any field activities.
The purpose of the assessment is to better define the down gradient extent of petroleum
hydrocarbon-impacted soil and groundwater resulting from a fuel release at the Quik Stop Market
facility, located at 3555 West Hammer Lane, (the deed to which is held by Quik Stop Markets). If
access is granted, ATC will advance one soil boring in the planter at the edge of your property. Also,
ATC seeks permission to sample the two monitoring wells that were installed in 2000. Both wells will
be incorporated into our quarterly sampling schedule until we determine that they are no longer
necessary for our investigation. If the SJCEHD agrees that the wells are no longer necessary then
the wells will be properly destroyed. On behalf of our client, ATC hopes that you acknowledge the
importance of this investigation and will consider granting access for the work to be performed on
your property.
To establish authorization to perform the proposed work, a standard License Agreement has been
prepared for your consideration. A copy of the License Agreement is attached. If you agree with the
terms of the Agreement, please indicate so by signing the Agreement and returning it to my attention
