Site Code: 1130
3555 Hammer Ln.
Stockton, CA
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
has reviewed the Additional Groundwater Investigation Report (report) dated November
9, 2000 prepared by ATC Associates for the above referenced site. Soil and groundwater
samples collected during this work evidence contamination. Monitoring wells will need
to be installed at the site and, screened at discrete depths in the aquifer to monitor and
evaluate the lateral and vertical extent of the contaminant plume. The downgradient
extent of the contaminant plume east of the boring location S133 must be defined.
PHS/EHD does not agree with the statement in the recommendation section of the report
that concentrations of petroleum hydrocarbons in the groundwater at the site generally
appear to be attenuating. Supporting evidence for the claim of contaminant attenuation at
this site has not been presented to PHS/EHD. Further investigation of contamination in
the groundwater at this site is necessary and measures to reduce the contaminant mass in
soil and water must be implemented.
Quarterly groundwater monitoring data indicates that the groundwater level is above the
screened interval for all the monitoring wells at this site. Thus, the concentrations for
petroleum contaminants tabulated in quarterly groundwater monitoring data may not be
reflective of actual groundwater conditions. In order to determine accurate petroleum
concentration levels in groundwater at the site, monitoring wells with appropriately
screened intervals should be installed and/or cone penetrometry and discrete groundwater
sampling technology should be employed in order to collect relevant groundwater
samples.
In a letter dated February 16, 2000, PHS/EHD directed the reduction of contaminant
mass at this site and the preparation of feasibility studies for the remediation of
contaminated soil and groundwater. Due to the high concentrations of MTBE and its
highly mobile nature, this contaminant must be reduced and further migration prevented
A Division of San Joaquin County Health Care.Services
