(Quik Stop), ATC Associates Inc. (ATC) has prepared this
response letter to the telephone conversation that took place on October 29, 1998, between Ms.
Carol Oz of the San Joaquin County Public Health Services (SJCPHS) and Mr. Al Martinez of
ATC regarding ATC's revised workplan dated October 19, 1998.
During the telephone conversation, the SJCPHS indicated that the methyl tert-butyl ether
(MTBE) concentrations had increased in the most downgradient groundwater monitoring well
(MW-2) and that additional site assessment activities were warranted to further define the
downgradient extent of MTBE in soil and groundwater. The SJCPHS based the request on their
review of ATC's Quarterly Groundwater Monitoring Report Second Quarter 1998 dated July 20,
1998. ATC informed the SJCPHS that ATC's original workplan dated August 3, 1998, contained
a scope of work to further define the vertical and lateral downgradient extent of MTBE in soil
and groundwater. It was agreed to by the SJCPHS and ATC, on behalf of Quik Stop, that if Quik
Stop agreed to incorporate the proposed work in the August 3, 1998, and October 19, 1998,
workplans that a third workplan would not be necessary. Therefore, ATC, on behalf of Quik
Stop, hereby agrees to implement both workplans to further define the vertical and lateral extent
of MTBE in soil and groundwater.
The SJCPHS also requested that rose diagrams be included in the future quarterly groundwater
monitoring reports. ATC, on behalf of Quik Stop, will implement this request beginning with
the Third Quarter 1998 Groundwater Monitoring Report. A copy of this report will be submitted
to the SJCPHS under a separate letter.
\Tlewamon\adminukW anina\QuikswpV mponseLener doc
