Box 388
Stockton, California 95201-0388;;
Re: Revised Request for Site Closure
Former Chevron Service Station 9-1918
45 East Harding Way at El Dorado Avenue
Stockton, California
Dear Ms. Meays:
This letter, prepared by Pacific Environmental Group, Inc. (PACIFIC) on behalf of
Chevron Products Company(Chevron), discusses the site history including site assess-
ment, remediation, and monitoring activities, presents current conditions and provides
rationale for site closure. The initial Request for Closure (PACIFIC, September IS,
1996)was revised based on the letter to Chevron from the San Joaquin County
Environmental Health Division(SJCEHD)dated September 26, 1996. In a subsequent
letter to Chevron, the SJCEHD presented further comments regarding the Revised
_ Request for Site Closure dated November 12, 1996 and requested a work plan to install
l additional groundwater monitoring wells to evaluate groundwater quality trends. This
letter discusses the SJCEHD comments, presents further revisions to correct deficiencies
commented upon, provides rationale for alleviating the need for the installation of further
monitoring wells, and maintains that the site be evaluated for closure at the next
technical review committee meeting.
Included is the rationale for closure, an estimate of residual petroleum hydrocarbons in
soil and groundwater, and an evaluation of the effect of the residual petroleum
hydrocarbons on water 4uality, health, or other beneficial uses. This letter was prepared
in accordance with the closure documentation requirements outlined in Tri-Regional
Board Staff Recommendations AppendixB-Requestsfor&te Closure(Central Valley
Regional Water Quality Control Board [RWQCB], March 1, 1994)-
2025 Gateway Place,Suite 440,San Jose,California 95110 t408)441-7500 FAX(408)441-7539
i
