PHS/EHD has
provided the following comments for your information.
PHS/EHD has reviewed the State Water Resources Control Board recommendations dated
December 8, 1995 which were attached as well as the "Recommendations to Improve the
Cleanup Process for California's Leaking Underground Fuel Tanks" dated October 16, 1995
which was referenced in the recommendations dated December 8, 1995.
As you are aware, PHS/EHD has closed numerous sites based on environmental fate
analysis and actively supports cost effective remediation goals. However, until such time
as changes are made in state policy or the CVRWQCB basin plan, PHS/EHD does not plan
on deviating from the agreed upon site goals, as indicated during a telephone conversation
between yourself and Diane Hinson.
PHS/EHD has indicated to you on numerous occasions that site remediation is necessary
and required. Should you fail to submit the required "remedial action plan" by December
26, 1995, enforcement action will be initiated.
If you have any questions, contact Mary Meays at (209) 468-0337 or Diane Hinson at
(209) 468-3452.
Donna Heran, RENS, Director
Environmental Health Division
Mary Meays, Senior REHS Diane M.
