The information submitted included the proposed
location of the Taco Bell development. The location which was proposed would impact several
remediation and monitoring wells, including V1, V2, V3, V5, and V6 as well as MW2R, MW4, and MW9.
Despite the apparent disruptiveness of this proposal on site conditions, PHS/EHD believes that remediation
of soil and groundwater contamination may effectively continue the removal of residual petroleum
hydrocarbons. However, should there be some negotiability to the location of the proposed development,
PHS/EHD recommends that the building be located in the north-west portion of the site.
PHS/EHD has discussed the proposed Taco Bell development with City of Stockton staff and has been
informed that a building permit has yet to be issued.
PHS/EHD must condition tentative approval of the proposed development's impact on site remediation,
because PHS/EHD is still awaiting the submittal of an acceptable plan to complete the remediation of the
site and a final building permit has not been issued by the City of Stockton.
PHS/EHD is committed to promoting economic progress in our community whenever possible and hopes
this letter will help to that end. Please continue to keep PHS/EHD informed of any status changes with
regards to the proposed development of the site. Also, PHS/EHD looks forward to the submittal of a
corrective action addendum which has been requested and the subsequent meeting which is scheduled at
PHS/EHD's office for December 7, 1995 at 2:00 PM.
If you have any questions, do not hesitate to contact Mary Meays at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
/ VI
Mary Meays, Senior REHS Diane M.
