Box 388 • Stockton, CA 95201-0388 <br /> 209/468-3420 <br /> All Consultants, Engineers, Geologists IMLED DEC 2 2 1995 <br /> All LOP Responsible Parties <br /> Due to the overwhelming response to Walt Pettit's December 8, 1995 State Water <br /> Resources Control Board letter, San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS-EHD) considers it imperative to provide <br /> clarification as to PHS-EHD's response to the anticipated impacts of the paradigm shift <br /> within the Leaking Underground Storage Tank program administration. <br /> PHS-EHD has achieved a reputation as an aggressive and progressive Local Oversight <br /> Program, closing many petroleum cases with remaining low-risk residuals in the soil <br /> and closing low-risk groundwater cases. <br /> PHS-EHD participated voluntarily in the reevaluation of case files involving <br /> contamination within alluvial soil deposits, a major portion of the Lawrence Livermore <br /> National Laboratory (LLNL) report. Additionally, PHS-EHD strongly supports the study's <br /> purpose to streamline petroleum UST site investigations and to facilitate economically <br /> feasible cleanups. <br /> Petroleum cases for which the fuel leak source has been removed and/or abated <br /> sufficiently to protect the beneficial uses of our water quality resource will continue to be <br /> evaluated on its merit for low-risk closure. <br /> Residual soil contamination posing a threat to water quality will require remediation; <br /> sites exceeding the Maximum Contaminant Levels established by the State of California <br /> will require active remediation until concentrations posing a health risk have been <br /> remediated.
