PUBLIC-HEALTH SERVICES
SAN JOAQUIN COUNTY ,apo " .
ENVIRONMENTAL HEALTH DIVISION a
Ernest M. Fujimoto, M. D., M.P.H., Acting Health Officer J.
304 E. Weber Ave., Third Floor • P. O. Box 388 • Stockton, CA 95201-0388
209/468-3420
All Consultants, Engineers, Geologists IMLED DEC 2 2 1995
All LOP Responsible Parties
Due to the overwhelming response to Walt Pettit's December 8, 1995 State Water
Resources Control Board letter, San Joaquin County Public Health Services,
Environmental Health Division (PHS-EHD) considers it imperative to provide
clarification as to PHS-EHD's response to the anticipated impacts of the paradigm shift
within the Leaking Underground Storage Tank program administration.
PHS-EHD has achieved a reputation as an aggressive and progressive Local Oversight
Program, closing many petroleum cases with remaining low-risk residuals in the soil
and closing low-risk groundwater cases.
PHS-EHD participated voluntarily in the reevaluation of case files involving
contamination within alluvial soil deposits, a major portion of the Lawrence Livermore
National Laboratory (LLNL) report. Additionally, PHS-EHD strongly supports the study's
purpose to streamline petroleum UST site investigations and to facilitate economically
feasible cleanups.
Petroleum cases for which the fuel leak source has been removed and/or abated
sufficiently to protect the beneficial uses of our water quality resource will continue to be
evaluated on its merit for low-risk closure.
Residual soil contamination posing a threat to water quality will require remediation;
sites exceeding the Maximum Contaminant Levels established by the State of California
will require active remediation until concentrations posing a health risk have been
remediated. Therefore, we do not expect a change to our existing program.
If you have any questions, please contact me at (209) 468-3452.
Donna Heran, REHS, Director
nvironmentalJ'Health Division
Diane M.
