PHS/EHD has the following comments for your consideration: <br /> 4 The Corrective Action Plan (CAP) proposed to perform remedial investigation including plume <br /> delineation and off-site source search; soil vapor extraction/bioventing; preparation 'of a remedial <br /> contingency plan, remediation monitoring; and institutional controls. ' <br /> 2.1 Physical Characteristics <br /> 4 The service station which is located east of the site is actually a Unocal station rather than aShell <br /> J� Oil Company station. <br /> I <br /> 2.2.3 Secondary Source Distribution.and Residual Levels ) <br /> u Please note that PHS/EHD did not approve of the discontinuance of vapor extraction nor concur <br /> J! that additional remediation was not necessary. In fact, PHS/EHD indicated in correspondence <br /> dated October 22, 1992 that there was not sufficient evidence to indicate that the site was largely <br /> remediated and that further soil investigation to define the extent of soil contamination was <br /> necessary prior to the installation and operation of a final remedial system. <br /> f� 2.4 Interim Remediation <br /> x Numerous estimates were presented with regards to the amount of hydrocarbons removed and <br /> remaining which were not substantiated with calculations. Please provide in addendum <br /> calculations used to ascertain the estimates presented. fl <br /> 2.5 Exposure Pathway <br /> The plan stated that the groundwater',flow was likely the primary exposure pathway. however, no <br /> ij information on the use of nearby wells were available. Please provide in addendum information <br /> regarding the construction and use of wells within a 1/2 mile radius of the site. <br /> 3.1 Site Water Quality Goals and Protection Standards <br /> II The State Water Resources Control Board has not adopted a resolution formalizing the creation <br /> CE of a "Water Quality Limited Zone'. The State Water Resources Control Board's resolution 92-49 <br /> was not amended to allow for the creation of a "Water Quality Limited Zone". Any reference to j <br /> the San Francisco Regional Water Quality Control Board Order 95-016 is not applicable within a <br /> 1i basin that is under the authority of the Central Valley Regional Water Quality Control Boan:L1 <br /> �� A Division of San Joaquin County Health Care Services <br />
