Memorandum <br /> Date: 03/19/97 <br /> To: TRC Members <br /> From: Mary Meays, San Joaquin County Environmental Health Division <br /> RE: 45 East Harding and 2500 Navy <br /> Members, <br /> Unfortunately, I am unable to attend the March 20, 1997 meeting. I have <br /> summarized my thoughts regarding the two sites that are before you today, that I <br /> have provided oversight. <br /> 45 East Harding - Recommend Further Monitoring <br /> Chevron elected to destroy wells which were not in the footprint of the proposed <br /> Taco Bell Facility, despite my strong objection. I objected because the wells which <br /> were destroyed were screened above and below first water. The wells that <br /> Chevron elected to retain with the exception of MW3 and MW7, are all screened <br /> below first water. Chevron has taken the position that until the TRC has met and <br /> finds that additional monitoring is required they will not replace any wells which <br /> were destroyed. <br /> I have included a copy of my last comment letter, the summary table with the <br /> most recent groundwater sample results, and a summary of the well construction <br /> details for your information. Also as part of Taco Bell's (new property owner) <br /> construction activities an old domestic/facility well was discovered. A sample was <br /> recently collected; however, the results of analysis have not been submitted. A <br /> notice to abate - destroy the well has been forwarded to Taco Bell. <br /> 2500 Navy Drive - Recommend Completion of Assessment and Monitoring <br /> I have included a copy of my correspondences dated October 10, 1995 and July <br /> 15, 1996 regarding this site. The well was installed based on field observations of <br /> the geologist on site rather than taking into consideration the former investigation <br /> at the facility and was only sampled twice in 1995. Also, an addendum was <br /> submitted and commented upon to complete the investigation of the remaining <br /> contamination; however the work plan was never implemented. <br />
