'wig,
e
INTRODUCTION
EA is applying for authority to construct and a permit to install
T and opnraLo a coil v4por extraction and trea+mont ayntom (VETS)
at the site of former Chevron Service Station (SS) 9-1919,
located at 45 Last !larding Way in Stockton, California (Figura
1 ). The cyzt0m proposed will uGr the five vapor extraction wells
alretdy installed on the cite (Figure 2). The boring logs and
well completion diagrams for the five vapor extraction walla are
Included an Appendix A.
The prcpoced VETS will consist of a 100-efm (cubic feat per
minute) vacuum pump that will provide the suction to remove
gaaolino-contaminated roil vapor from the soil in and around the
area of the former underground storage tanks. The extracted
vapor (fume gas) will be initially d'rected to a flame inciner-
ator, fired by natural gas for troatmant and oxidation of the
bulk cf the gasoline hydrocarbons. The clams incinerator is
rated as approximately 98 paracent reduction efficiency by the
manufacturer. After a period of time, when initial concentra-
tions of coil vapor are reduced to less than 1,000 Fpm the fu
_me_.
gas will be directed to a catalytic reactor for treatment and
bypass the flame incinerator. The catalytic reactor is rated by
-- the manufacture a:, 95 percent efficient in treatment of hydrocar-
bon gases.
This application discusses the equipment, processes, and Specifics
of thst
proposed system in the format outlined in the San Joaquin
County Air Pollution Control District's (SJCAPCD) "Preliminary
Instructions for Application for Authority to Construct and
Permit to Operate (,App-20)."
c$2/91918Jtxt 1
