Inc. <br /> 2410 Camino Ramon <br /> San Ramon,Cnlifornia 94583 <br /> the <br /> treatment <br /> stem <br /> RE: installation, <br /> operating tyformerand Che operation <br /> SS 91918 located at 45 Eaor extraction st Harding Way, Stockton <br /> P <br /> California. <br /> Dear Mr. Rogers: <br /> Introdu <br /> Construction and installation of the VETS was completed on 13 November 1990.The system was <br /> inspected by the San Joaquin County Air Pollution Control District(SJCAPCD)on 14 November. <br /> During this inspection the operation of the thermal oxidizer was demonstrated, and questions <br /> concerning the safety controls of th? system were addressed. Also during the inspection, the <br /> collection and analysis of influent and effluent vapor samples for the thermal oxidizer was <br /> demonstrated using EA's mobile laboratory. At the conclusion of the inspection a verbal authority <br /> to operate the thermal oxidizer was given by Mike Escotto of the SJCAPCD. Mr. Escotto <br /> requested that influent and effluent samples be collected and analyzed and that analytical results be <br /> submitted to him before the catalytic oxidizer was to be used to treat the extracted vapors. <br /> Summary of System Operations <br /> Through 26 February 1991,the VETS has operated a total of 61 days. During this time,a total of <br /> 5,152 pounds (835 gallons) of petroleum hydrocarbons have been removed from the soil and <br /> destroyed.using a thermal oxidizer,and soil vapor concentrations have decreased an average of 87 <br /> percent. There has also been a shift in vapor composition toward less volatile compounds that is <br /> consistent with a decrease in hydrocarbon concentrations in the soils. <br /> The hydrocarbon destruction efficiency of the thermal oxidizer has averaged 99.5 percent, well <br /> above the 95 percent efficiency required by the SJCAPCD. The catalytic oxidizer has not been <br /> ause of low destruction efficiency. A new catalyst <br /> used to abate hydrocarbon vapors thus far bec <br /> bed has been installed, and the catalytic oxidizer will be used based on the results of a current <br /> investigation into its loss of efficiency. <br /> An estimation of the operational influence of the vapor extraction system indicates that there is no <br /> reduction in pressure greater than 0.01 inches water at the former Beacon site across the <br /> intersection of Harding Way and EI Dorado Avenue. <br /> System m Startup and Operation <br /> - - <br /> The system startup procedure tock place on 16, 19, and 21 November.
