September 18, 1996 Project 320-133 7B Ms Mary Meays San Joaquin County Environmental Health Division Site Mitigation Unit , P O Box 388 Stockton, California 95201-0388 Re Request for Site Closure Former Chevron Service Station 9-1918 45 East Harding Way at El Dorado Avenue Stockton, California Dear Ms Meays This letter, prepared by Pacific Environmental Group, Inc (PACIFIC) on behalf of Chevron Products Company (Chevron), discusses the site history including site assess- ment, remediation, and monitoring activities presenting current conditions and provides rationale for site closure Included in the rationale for closure, an estimate of residual petroleum hydrocarbons in soil and groundwater is presented, and an evaluation of the effect of the residual petroleum hydrocarbons on water quality, health, or other beneficial uses This letter was prepared in accordance with the closure documentation require- ments outlined in Tn-Regional Board Staff Recommendations Appendix B -Requests for Site Closure (Central Valley Regional Water Quality Control Board [RWQCB], March 1, 1994) BACKGROUND Site Description The site is a former Chevron retail service station (9-1918) located at the northwest corner of the intersection of East Harding Way and EI Dorado Avenue in Stockton, California (Figure 1) The site operated as a retail gasoline station from 1947 to 1988 and consisted of two generations of product facilities (Figure 2) The first generation facilities, based,on available data, consisted of four steel underground storage tanks (USTs), (4,000-, 3,000-, 1,000-, and 550-gallon) which were initially abandoned in place In 1984, a second set of USTs were installed and consisted of three fiberglass OPYgasoline USTs (10,000-gallon) located in a common excavation in the central portion of 2025 Gateway Place, Suite 440, San Jose, California 95110 (408) 441-7500 FAX (408) 441-7539
