i <br /> i <br /> I <br /> Justification for creating a WQLZ follows <br /> • An appropriate remediation program, including source removal, was imple- <br /> mented and was reliably operated for a period of time adequate to under- <br /> stand site geology, hydrogeology, and target compound characteristics It <br /> is anticipated that reliable implementation of any applicable technology <br /> evaluated herein to address recently identified soil impact will only add to <br /> the current level of understanding Additionally, data suggest interum <br /> remediation has already significantly reduced the secondary sources that <br /> threaten groundwater <br /> • Target compound levels in groundwater have been attenuating, the residual <br /> impact plume is stable <br /> • Use of the best available technology will continue until its effectiveness <br /> (technological and econorruc consideration) is lost <br /> • Intrinsic remediation will be successful in continuing cleanup toward water <br /> quality goals <br /> • An alternative water supply will be provided to affected users as necessary <br /> • The existing human health, water quality, and environmental risks posed by <br /> residual soil and groundwater impact will be contained and managed This <br /> will be accomplished by establishing a compliance contingency plan and <br /> regular groundwater monitoring <br /> • The achievability of cleanup, beyond what is accomplished by implementa- <br /> tion of a technology recommended herein, will be periodically evaluated <br /> • It will be demonstrated (and has been demonstrated to some extent) that no <br /> significant hydrocarbon impact spreading will occur This demonstration <br /> wdl be based on aquifer characteristics, fate and transport analysis, soil <br /> leachability analysis, and groundwater monitoring data The factors <br /> controlling impact migration will be identified and described, as will the <br /> basis for predicting the potential change in these factors over time <br /> • Institutional controls will be considered as needed to protect public health <br /> and safety, and prevent spreading of residuals <br /> • The proposed WQLZ will provide reasonable protection of beneficial <br /> groundwater uses and maximum benefit to the people of the State pursuant <br /> to State Board Resolution 68-16 <br /> • 3201337B/1918RLV 12 August 31, 1995 <br />
