• <br /> • <br /> • <br /> • <br /> • <br /> • SECTION 7.0 <br /> • Recommendations <br /> • <br /> • <br /> • With respect to the results of the 2011 annual groundwater monitoring, the 10-year review <br /> • soil sampling results,and the additional investigation in the former bagging plant area,the <br /> • following recommendations are made: <br /> • 1. Install stakes to delineate wells in the Port of Stockton area(i.e.,KP-8S,KP-7S,KP-7D, <br /> KP-9S,KP-12S) in an attempt to protect the wells from heavy equipment traffic and <br /> • regular grading of the ground surface.A global positioning system unit will be used to <br /> • locate buried monitoring wells in future groundwater monitoring events. <br /> • 2. Continue phytoremediation and plan to evaluate progress in a 15-year review in 2016. <br /> 3. Continue to evaluate and review upcoming monitoring reports from Cal-Farm Supply <br /> • facilities. <br /> • 4. Re-evaluate cleanup goals for soil and groundwater to assess if they can be reasonably <br /> • achieved at the Koppel Stockton Terminal site and whether they are consistent with <br /> • current regulations and state of the practice. <br /> 5. A root zone model should be created to evaluate the role of irrigation and precipitation <br /> • in leaching nitrate and ammonium in soil and to better assess and optimize irrigation <br /> • needs.A model may be created by using existing site-specific information and making <br /> • assumptions for other parameters;however,additional site information(e.g.,wilting <br /> point,field capacity,and soil texture) will also need to be collected to refine the model. <br /> • 6. Additional soil sampling should be performed in the former bagging plant area to better <br /> • define the extent ammonium in soil and other potential sources. During additional soil <br /> • sampling,parameters should be collected to aid in the development of a root zone <br /> model and an examination of the extent and depth of tree roots and old root channels <br /> • should also be conducted,if possible. <br /> • 7. Additional aquifer testing should be performed to provide an indication of the sustained <br /> • yield of the shallow aquifer and whether it is of beneficial use for municipal, domestic, <br /> or agricultural supply (i.e.,whether it has an average sustained yield of 200 gallons or <br /> • more per day). <br /> • 8. After additional investigations,as recommended above,possible changes to the existing <br /> • remedy or implementation of additional or different technologies in the former bagging <br /> plant area may be re-evaluated. <br /> • Additional soil sampling would be proposed in a work plan under separate cover.The <br /> • results of any additional sampling would be presented in the annual report of the respective <br /> • year the work is completed,unless otherwise specified in the work plan.
