Mike Infurna [EH]
From: Amy Terrell [aterrell@waterboards.ca.gov]
Sent: Wednesday, October 17, 2007 5:26 PM
To: Sandra.Shearer@CH2M.com
Cc: Mike Infurna [EH]
Subject: Conditional concurrence KP-11S destruction
Sandi,
Thank you for providing the 17 October 2007 email documentation regarding the proposed
destruction of shallow monitoring well KP-11S at the Koppel Stockton site, 2025 West
Hazelton Avenue in Stockton. Central Valley Regional Water Quality Control Board
(Regional Water Board) staff reviewed the scope of work describing the destruction
procedure, the boring log, well construction diagram and the site map. As stated in the
work plan, the damaged well contains about 12 feet of debris, which is likely to be
flyash. The well will be overdrilled, materials removed, drummed, and stored on-site.
Level C Personal Protective Equipment is specified. The open borehole will be sounded to
verify all materials have been removed and will be tremie-grouted to surface grade. This
work is scheduled to be conducted on 24 October 2007.
Regional Water Board staff conditionally concur with the proposed destruction of KP-11S
subject to the following conditions:
1. Clearly label and date all containers containing well destruction wastes 2 . Within 30
days of well destruction, provide a schedule for removing waste drums and a destination
for the contents.
3 . Provide a brief well destruction report, which may be submitted as a section in the
next semi-annual monitoring report.
Thank you for quickly arranging for the destruction of this well and removal of the
materials.
If you have any questions, you may contact me at (916) 464-4680.
Amy Terrell
Regional Water Quality Control Board
Central Valley Region
11020 Sun Center Drive Suite 200
Rancho Cordova, CA 95670-6114
(916) 464-4680
>>> <Sandra.Shearer@CH2M.Com> 10/16/2007 7:32 PM >>>
Hi, Amy and Michael,
Attached are the following documents in support of abandoning Monitoring Well KP-11S at
the Koppel Stockton Terminal:
1. Statement of Work for CH2M HILL's subcontractor, Spectrum Exploration, detailing well
destruction methodology 2 . KP-11S Soil Boring Log 3 . KP-11S Well Construction Diagram 4.
Site Map showing location of KP-11S
KP-IIS was damaged following the collapse of a warehouse operated by Headwaters Resources
in early March 2007, and consequently KP-11S could not be sampled in March or August 2007.
In August 2007, the bottom of Well KP-11S was measured at a depth of 10.8 feet bgs. The
total well depth following construction in July 2006 was 24 feet bgs, indicating this well
is obstructed or partially filled with debris. Well KP-11S is scheduled to be abandoned
next Wednesday, October 24.
Michael, please confirm that you are still available on October 24th to oversee well
drilling and abandonment. You will need to have the PPE specified in the attached
Statement of Work (Level C PPE) , including a full-face air-purifying respirator with Hepa
1
1017/,0 7 (,ogalQG6 A//1
