Responses to your requests are provided in this letter. <br /> The September 27,2004,letter also requested a work plan and schedule for installation of a <br /> monitoring well north of the site.We intend to install this monitoring well during <br /> Summer 2005 when soil in the northern portion of the site is dry enough to facilitate <br /> mobilization for drilling in this area.Prior to well installation,additional information will be <br /> collected(e.g.,information on other potential sources of nitrogen in groundwater and <br /> .groundwater levels at facilities adjacent to the Koppel Stockton Terminal)to support the <br /> conclusion that installation of a monitoring well is warranted in this area.As requested in <br /> your letter,a schedule and workplan for the well installation will be submitted to you by <br /> December 1,2004. <br /> Soil West of the Warehouse <br /> RWQCB requested a proposal for and implementation of a remedial action to address soil <br /> between the railroad spur and the warehouse with elevated concentrations of ammonium. <br /> This area is composed of a strip of land approximately 15 feet in width and 600 feet in <br /> length.The area west of the warehouse is utilized by the current tenant of the site <br /> (Headwaters Resources)to load and unload material to and from the warehouse on a <br /> regular basis.Tn addition,the Burlington Northern and Santa Fe(BNSF)Railway utilizes the <br /> railroad tracks west of the warehouse to service regional operations.On behalf of the BNSF <br /> Railway,Staubach Global Services has indicated that invasive action to the ground surface <br /> should not be performed within 25 feet of the centerline of active railroad tracks.Because <br /> the area of concern extends up to 15 feet away from the railroad tracks,any actions <br /> involving asphalt removal or soil excavation are not feasible while the local and regional <br /> railroad lines remain active in this area. <br />
