At the Koppel Stockton Terminal, historical <br /> fertilizer handling and packaging operations resulted in the release of nitrate and ammonium to <br /> soil and to shallow groundwater. In 2000, the responsible parties implemented full scale <br /> phytoremediation over about 80% of the 11.3 acre site. <br /> The phytoremediation is removing nitrate and ammonium from soil and shallow groundwater. As <br /> discussed in the attached Memorandum, the stormwater pond parcel (Assessor's Parcel <br /> Number 145-00-48), meets the cleanup criteria of having less than 200 mg/kg nitrogen (nitrate-n <br /> plus ammonium) in soil, and less than 10 mg/L nitrate-n and less than 1.5 mg/L ammonium in <br /> groundwater. Therefore, Central Valley Water Board concurs with Koppel Stockton Terminal <br /> that the remaining levels of nitrate and ammonium on the 1.8 acre stormwater pond parcel <br /> Assessor's Parcel Number (APN) 145-00-48 do not pose a threat to human health, the <br /> environment, or waters of the State. The remaining 9.5 acres of the Koppel Stockton Terminal <br /> property continues to undergo remediation. <br /> On 8 April 2014, Koppel Stockton Terminal distributed a 30-day public notice describing the <br /> nitrogen pollution and the phytoremediation results and notifying interested persons of their <br /> opportunity to provide comments on the October 2013 ,Request for No Further Action for <br /> Portions of the Koppel Stockton Terminal. No comments or inquiries were received by 14 May <br /> 2014. <br /> Koppel Stockton Terminal has satisfactorily completed site investigation and remedial action, <br /> achieved applicable remedial action standards and objectives, and a permanent remedy has <br /> been accomplished on the stormwater pond parcel APN 145-090-48. Therefore, no further <br /> action is required on this parcel. Monitoring wells KP-4 and KP-4D, in the southeast corner of <br /> the stormwater pond have been destroyed, and monitoring well TG-5 will remain in order to <br /> evaluate remediation on the remaining parcels. <br /> Issuance of a No Further Action Determination does not preclude future action by the Central <br /> Valley Water Board if subsequent monitoring, testing, or analysis of APN 145-00-48 indicates that <br /> the remedial action standards and objectives were not achieved; a new or previously <br /> KARL E.
