The nitrogen is being removed by a variety of trees which <br /> Comprises a phytoremediation treatment. This phytoremediation treatment is overseen by the <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board), and is conducted by the parties responsible for nitrogen pollution at the Koppel Stockton <br /> Terminal. <br /> California Department of Transportation (CalTrans) is preparing to extend the Highway 4 <br /> freeway in Stockton. As shown on plans provided by CalTrans on 27 July 2012, the planned <br /> extension cuts across the southeast corner of the Koppel Stockton Terminal's phytoremediation <br /> plantation.
