Mike Infurna [EH]
From: Mike Infurna [EH]
Sent: Monday, August 23, 2010 8:49 AM
To: 'Melissa.Buciak@CH2M.com'
Subject: RE: BNSF Railway-Easements and Access
It all looks like it's coming to a start date.
I'd like to hear/read the final OK from Mr. Dave Buccolo (CCT) before I confirm that
the RR access concerns are adequately addressed. An email from Mr. Buccolo would suffice.
I understand you'll be sending me the paperwork today?
I will do what I can to process all the materials to met your schedule before I leave, assuming I
get it all very very soon. you should know It is not a widely acceptable practice to schedule a
drilling date without the drilling permit agency even receiving the application/materials, let
alone, on an un-issued permit.
Wells installed in San Joaquin County that been covered, damaged, lost, etc and unable to
serve their intended purpose must have this status reported to the Environmental Health
Department in a timely manner. I/the EHD does not review Status Reports for sites not under
our regulatory lead and the EHD was unaware of the status of these two wells.
Please advise the EHD when wells are damaged, covered, lost, or in any way incapable of
serving their intended purpose as soon as it is discovered/determined significant work will be
needed to restore the well's intended operations . Repairing damaged wellheads is a permitted
function and working on wellheads without a permit is a violation of the SJCounty Welll
Standards.
I realize many other considerations are involved with this particular well location and getting all
concerns adequately addressed took/takes time. Had I known about these wells in 2007, 1
would have issued a notice to abate. In my experience, this gets all the involved entities aware
of regulatory concerns and tends to get, and keep things moving to a quicker than 3 year
solution.
thank you for your understanding.
please keep me apprised of dates and future plans. Our staff has been cut back due to budget
issues and we that are left are very busy with all of our sites. Me asking others to cover my
work while I'm gone puts additional loads on their schedules. It would be very very helpfull if I
processed all the papers and issued the permits BEFORE I leave so that only field inspections
are needed for coverage.
Mike Infurna, SJCEHD
From: Melissa.Buciak@CH2M.com [mailto:Melissa.Buciak@CH2M.com]
Sent: Sunday, August 22, 2010 3:22 PM
To: Mike Infurna [EH]
Cc: Josh.Bale@CH2M.com
Subject: FW: BNSF Railway - Easements and Access
8/24/2010
