The petition concludes
that further soil and groundwater investigation, as requested by San Joaquin County, is not
warranted and the site should receive closure. As you are aware, we have conducted an
exhaustive review of the petition and other information. It has been mutually agreed upon by
yourself, Diane Hinson of the County, Gordon Lee Boggs of the Central Valley Regional
Water Quality Control Board and myself that additional sampling will be conducted prior to
site closure. The purpose of this sampling is to document that contaminant levels are no
higher, h
t an previous samples. If the levels are no higher than previous samples, the County
will proceed with site closure. The following are recommendations for the sampling of the
wells:
0 Monitoring well number I (MWI) should be checked to determine if it contains
water. If water is in the well, the well should be redeveloped. After proper
redevelopment, the well should be purged and sampled as per regular protocol (see
attached sampling recommendations).
0 The pump on the nearest domestic well should be removed prior to sampling.
Purging of this.well would be difficult and, because the well is currently in use, not
.
recommended. 'The sample should be obtained as per regular protocol using the
following parameters: pH, electrical conductivity and temperature. After sounding
for water level, allowing to equilibrate before sampling, samples should be obtained
at the level of the pump.
0 The samples should be analyzed for all constituents of concern: TPH as gasoline,
TPH as diesel, and BTEX. The laboratory should follow the quality control/quality
assurance (QC/QA) protocols required by the Department of Health Services and
should provide a complete report which includes the QC/QA data and any
abnormalities or interferences observed.
