Harney Lane <br /> Lodi <br /> We have reviewed the "Supplemental Site Assessment" Report prepared <br /> by Staal, Gardner and Dunne, Inc. dated November, 1990. The field <br /> activities performed October 8th and 9th, 1990, have failed to <br /> provide quantitative data for the consideration of site closure. <br /> In addition, site drilling was conducted without the required grout <br /> inspection (San Joaquin County Well Ordinance 1862) . <br /> Deviations from the technical work plan dated June, 1990 were not <br /> discussed with Public Health Services, Environmental Health <br /> Division (PHS/EHD) staff prior to implementation. <br /> San Joaquin County Flood Control maps document regional gradient to <br /> the southwest at depths of 50-60 feet during the seasonally high <br /> year of 1986 . Staal, Gardner and Dunne ' s report states "a perched <br /> water body was encountered at a depth of 64 feet" during the <br /> construction of MW#1. The assumption made during the drilling <br /> activity that this encountered water was perched and that <br /> groundwater exists at a depth greater than 90 feet, cannot be <br /> substantiated based upon regional water documentation. This <br /> inappropriate assumption could have been avoided. <br /> The "grab" water sample extracted through the hollow stem auger may <br /> be used as a screening method, but cannot provide water quality <br /> data. <br /> Therefore, Color Spot, Inc. is directed to complete the required <br /> site assessment to determine the full extent of the soil and/or <br /> groundwater problem. <br /> Color Spot, Inc. shall submit within 30 days from the date of the <br /> letter a technical work plan following "Tri-Regional Staff <br /> Recommendations, " Appendix A Guidelines for the preparation of a <br /> Problem Assessment Report, due within 90 days from the date of this <br /> letter. <br /> A DMof yn JOUPM Cp lle2/th Care-e W= <br />
