r <br /> SG 1 <br /> D� <br /> a��y <br /> SITE HEALTH AND SAFETY PLAN <br /> COLOR SPOT FACILITY <br /> 5400 EAST HARNEY LANE <br /> LODI, CALIFORNIA <br /> Prepared by ;'tao?, Gardner & Dunne, Inc. , May 1988 <br /> l.0 PURPOSE <br /> The purpose of this dor-.::a.:nt is to provide for worker and environ- <br /> mental health and safety during a site assessment to be conducted at the Color <br /> Spot facility located in Lodi, California. <br /> 2.0 SITE HISTORY <br /> On February 28, and March 1, 1989, a 4,000-gallon capacity <br /> underground diesel fuel storage tank (UST) was removed from the subject facility <br /> under permits issued by the San Joaquin County Fire Department and the San Joaqin <br /> Local Health District, Environmental Health Division (EHD), under the supervision <br /> of the EHD inspector (Mr. Harlin Knoll), and a Staal, Gardner & Dunne, Inc. <br /> (EGD), Environmental Engineer. As the soils surrounding the UST were removed, <br /> they were monitored with a photoionization detector (PTD) for volatile organic <br /> vapor concentrations. The soils were segregated into contaminated (greater than <br /> 30 parts per million [ppm]) and uncontaminated portions based on PID monitoring <br /> - a <br /> results. Ibe soils surrounding the south end of. the UST (where the fill port, <br /> vent line, and product delivery line were located) were observed to be stained <br /> gray and emitted a petroliferous odor. These soils also exhibited volatile <br /> organic vapor concentrations ranging from 50 to 200 ppm. Upon removal, the UST <br /> was inspected and appeared to be structurally sound. The contamination observed <br /> was likely caused by overfilling or pipeline leakage. After the UST was removed, <br /> two small trenches were dug, 3 feet into the bottom of the excavation (total <br /> depth of about 12 feet) and the soils from the trench bottoms were monitored with <br /> a PED (1,089 ppm on the south end and 26 ppm on the north end) and sampled. The <br /> area surrounding the UST excavation is shown on the attached Figure 1 - UST <br /> - Excavation Plan. <br /> F <br />
