Hazelton Ave., Stockton, CA <br /> Sierra Lumber Case No. 2 <br /> Draft Preliminary Summary Report Closure Response CUF Claim No 8478 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> draft Preliminary Review Summary Report (RSR) for Claim No. 8478, dated 29 July 2014 from <br /> Kirk Larson and Robert Trommer of the State Water Resource Control Board (SWRCB) <br /> Cleanup Fund (CUF) for the above-referenced site. The CUF recommended that the EHD direct <br /> the responsible party (RP) to evaluate alternative technologies to achieve water quality <br /> objectives and to complete the lateral assessment of impacted groundwater. <br /> The EHD issued a work plan approval/directive letter dated 25 July 2014, in which the EHD: <br /> • Approved incorporation of monitoring well MW-15 into the currently active dual phase <br /> extraction (DPE) system, as had been previously tentatively approved, and <br /> • Directed the RP to prepare and submit by 17 October 2014 a work plan to complete the <br /> lateral assessment of impacted groundwater. <br /> A DPE system had been installed on the site and put into operation 21 August 2012, and since <br /> then approximately 1,728 pounds of contaminant have been removed in the vapor phase and <br /> 234 pounds in the dissolved phase; however during this time the recovery rate had declined <br /> without much effect on groundwater monitored in MW-15, a short distance from one of the <br /> extraction wells. With the recovery rates declining, the consultant proposed adding MW-15, the <br /> most impacted well, to the system. The EHD approved this and the addition of MW-15 has <br /> noticeably increased the recovery rate for the reported first quarter 2014. At this time, the EHD <br /> recommends that the current system be operated until contaminant recovery rates decline to <br /> their previous low level and see if the dissolved concentrations stabilize within Low-threat <br /> Underground Storage Tank Policy (LTCP) criteria.
