Cascade Drilling is scheduled to be at the site between 7:00 and 7:30
AM tomorrow.I am attaching boring logs and construction diagrams for each well.
A health and safety plan will be prepared in accordance with Occupational Safety and Health Guidance Manual for
Hazardous Waste Site Activities(National Institute for Occupational Safety and Health Administration,U.S.Coast Guard and
U.S. Environmental Protection Agency, 1985).Prior to commencement of well abandonment activities,AGE will conduct a
site health and safety meeting adjacent the work area, which will include all individuals involved with the abandonment of
wells MW-10 and MW-14.
Based on the EHD Standards For Well Construction and Destruction, each well will be sounded for total depth and checked
for integrity; any obstruction found inside the wells will be removed.AGE proposes to properly destroy wells MW-10 and
MW-14 in accordance with Section 13.17 of the San Joaquin County Environmental Health Department Standards For Well
Construction and Destruction in San Joaquin County.
Because the integrity of wells MW-10 and MW-14 were compromised during storm sewer repair activities by the City of
Stockton,AGE is proposing to destroy the well by removing all material within the original borehole utilizing over-drill
techniques. The abandonment of wells MW-10 and MW-14 will be performed by Cascade Drilling of Rancho Cordova
utilizing a CME-85 mobile drill rig equipped with 8'/<-inch hollow stem augers;well MW-10 will be over-drilled to a total
depth of 40 feet below surface grade(bsg)while well MW-14 will be over-drilled to a total depth of 65 feet bsg.The well
casings from MW-10 and MW-14 will be removed from the over-drilled borehole and inspected by a representative of the
SJCEHD.The above referenced well casing and drill cuttings removed from the augers will be containerized in properly
labeled Department of Transportation(DOT)-approved model 17H 55-gallon drums and stored on-site in an area lacking
public access for future disposal.
Total depth of the over-drilled borings for MW-10 and MW-14 will be measured. Thereafter, the excavated boring will be
completely back filled with a cement grout mixture(portland type II)in accordance with Section 13.12.5.The grout mixture
will consist of a ratio of six gallons water for every 94-pound sack of Portland type H cement. The drill rig hollow stem
augers will be utilized as a tremie pipe during deployment of grout mixture.
Upon completion of well abandonment activities,a well abandonment report will be submitted to the San Joaquin County
Environmental Health Department that documents the above referenced activities.
Thanks -Tim
Timothy J.
