The <br /> surrounding General Plan and Zoning designations are, agricul- <br /> tural . This proposal would establish an industrial area in <br /> a non-urban setting that does not have the support services <br /> needed for general industrial development . The total size of <br /> the project area, 80 acres , is probably too small a base to <br /> finance the necessary services . Rather than establish a new <br /> industrially-planned site in the midst of an agricultural area, <br /> it would be preferable to have industrial development go into <br /> urban locations that have vacant industrially-planned land with <br /> the necessary support services . <br /> With the exception of the Highway Service development at the <br /> southeast quadrant of State Route 12/Interstate Route 5 , the <br /> surrounding land uses are uniformly agricultural in nature. <br /> On this basis staff sees no justification for the General Plan <br /> proposal. <br />
