PHS/EHD entered into contract with California State Water Resources Control Board to conduct
an underground storage tank corrective action program. Section 25299.37(c) of the Health and Safety Code
provides as the authority to require an investigation and cleanup of unauthorized releases. The above referenced
site was placed in the Local Oversight Program in July 1990. This agency has been providing oversight of the
investigation and cleanup activities since that time.
PHS/EHD has provided oversight during the removal of the UST, the soil and groundwater investigation, the
feasibility study/pilot testing, and the development of a Final Remedial Plan (FRP). All required work plans
submittals and permit applications have been provided to PHS/EHD for all phases of work completed to date.
PHS/EHD has completed review of the Environmental Assessment Report prepared by Groundwater Technology,
Inc.(GTI) dated June 29, 1995. The report contains vapor extraction system (VES) testing data and a
recommendation which selects VES as the best available technology for site remediation. Due to the high gasoline
concentrations in the soil vadose zone and the Benzene concentrations in groundwater, PHS/EHD concurs with
GTI's choice for corrective action at this time and recommends you install and began operating the VES.
If you have any further questions regarding this matter, contact Harlin Knoll, at (209) 468-3442.
Donna Heran, REHS, Director
Environmental Health Division
Harlin Knoll, Senior REHS Margaret Lagono, REHS
Site Mitigation Unit Lead Senior
Environmental Health Division
HK:cemfrp
c: SWRCB - Underground Storage Tank Program
c: CVRWQCB - Elizabeth Thayer
c: GTI
1401 Halyard Drive, Suite 140
West Sacramento, CA 95691
A Division of San Joaquin County Health Care Services
