S 11�1 N J OAQ I I N Environmental Health Department <br /> COUNTY— AMENDED <br /> 1/29/2020 <br /> Permit By Rule Treatment Facility Inspection Report <br /> Facility Name: Facility Address: Date: <br /> APPLIED AEROSPACE STRUCTURES CORP 3437 S AIRPORT WAY, STOCKTON January 22, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> (B)an equivalent sampling method. <br /> (4)The frequency with which the initial analysis of the waste will be reviewed or repeated to ensure that the analysis <br /> is accurate and up to date; <br /> (5)For off-site facilities,the waste analyses that hazardous waste generators have agreed to supply; and <br /> (6)where applicable, the methods which will be used to meet the additional waste analysis requirements for specific <br /> waste management methods as specified in sections 66265.193, 66265.200, 66265.225, 66265.252, 66265.273, <br /> 66265.314, 66265.341, 66265.375, 66265.402, 66265.1034(d), 66265.1063(d), 66265.1084 and 66268.7 of this <br /> division. <br /> (7)For owners and operators seeking an exemption to the air emission standards of article 30 in accordance with <br /> section 66265.1083: <br /> (A) If direct measurement is used for the waste determination,the procedures and schedules for waste sampling <br /> and analysis, and the results of the analysis of test data to verify the exemption. <br /> (B) If knowledge of the waste is used for the waste determination, any information prepared by the facility owner or <br /> operator or by the generator of the hazardous waste, if the waste is received from off-site,that is used as the basis <br /> for knowledge of the waste. <br /> CORRECTIVE ACTION: Correct the waste analysis plan to include the post treatment procedure. In addition, <br /> provide evidence that the post treatment waste is non-hazardous per the waste analysis plan. The post treatment <br /> sample should be taken downstream of the treatment system before it is diluted with other waste streams to ensure <br /> that the treatment process is adequate. Test results received by the EHD must be by an ELAP certified lab. Follow <br /> proper hazardous waste toxicity testing procedures outlined in California Code of Regulations 66261.24, <br /> Characteristics of Toxicity. Provide a corrective action statement and supporting documentation to the EHD within <br /> 30 days. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report on January 29, 2020, which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by February 28, 2020. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
