EHD had previously reviewed the "Subsurface <br /> Assessment Report" (SAR) dated August 11, 2004, and the "Dual Phase <br /> Extraction Test Report" (DPET) dated September 28, 2004, prepared by Stratus <br /> Environmental Inc. and discussed the report summaries and recommendations <br /> with the CVRWQCB. The meeting was to discuss the need for further <br /> investigation and remediation of the site. This letter is to document items <br /> discussed at the meeting. <br /> Stratus stated in the SAR that the lateral and vertical extent of the contamination <br /> in the soil and the groundwater appeared to be adequately characterized. EHD <br /> and the CVRWQCB require that the MTBE detected in CPT-5 and CPT-8 be <br /> further investigated by installation of monitoring wells. Stratus stated in the <br /> DPET that dual phase extraction appeared to be technically viable but did not <br /> appear to be cost effective. EHD and RWQCB require that some active <br /> remediation be performed to reduce the MTBE concentrations on site so than it <br /> will not continue to migrate off site. <br /> The remediation should be performed in the on site areas having the highest <br /> levels of MTBE in the groundwater. Groundwater extraction, air sparging and <br /> ozone sparging should all be considered as remedial options. if ozone sparging <br /> is proposed, a bench scale test must be performed to determine any waste <br /> discharge requirements by the CVRWQCB. Please contact the CVRWQCB for <br /> their requirements. A Corrective Action Plan cannot be prepared until the extent <br /> of contamination has been defined and remedial alternatives have been <br /> evaluated. Interim remediation can be performed during this period of remedial <br /> alternative testing and evaluation. <br />
