ICIS
f
VjjBLjC HtALTH SERV
QaurM
ti --yam
SAN JOAQUIN coUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor * Stockton, CA 95242
209/468-3420
KASHMAR SINGH AND DALWINDER DHOOT
RPR Q 3 2000
15600 S HARLAN RD
LATHRUP GA 95330
Re: Does Place Site Code; 231585
15600 S.Harlan Rd.
Lathrop CA 95330
San Joaquin County Public Health Services Environmental Health Division(PHS[EHD)has reviewed the
GroundwaterAssessment Report dated March 20,2000 prepared by Avalon;Environmental Consultants
Groundwater samples collected at the site evidence petroleum contamination and the potential for off site
migration at this site is significant. Further investigative work will be necessary to define the contaminant
plume and evaluate the groundwater. Measures may need to betaken to prevent further cointaminant
migration off site.
MTBE was detected at the highest concentrations in Monitoring Well(MW) i and 2. TPHg and TPHd
concentrations were also evidenced'in the MW1 groundwater sample. MWl is located in the area of
previously removed Underground Storage Tanks(USTs)and close to Harlan Rd. The Well Receptor
Survey dated January 10,2000 prepared by Avalon Environmental Consultants indicates a storm drain,
water line, and sewer line located near MW l along Harlan Rd. The soil boring for MW 1 in the above
Report reflects pea gravel and sand to approximately 15 feet below surface grade(bsg)and silty sand from
15 feet to 20 feet;bsg. Because of the porous soils and close proximity to contaminated soil and water, the
possibility of contaminants entering and migrating along the municipal conduits should be addressed. Soil
and water sample collection and analysis for contaminants in and near the Harlan Rd.utility lines and any
other potential conduit pathways should occur. The City of Lathrop should be notified by you of the
contamination threat from the above.referenced sitei to utility lines and receptors.
The hydrogeology and groundwater flow conditions in the vicinity of this site should be properly
characterized. Detailed lithological information using borings, continuous core sampling,or cone
penetrometry together with other methods should be used to understand the hydrogeology of this site.
Analysis of soil samples for permeability, porosity, bulk density, moisture and organic carbon content
should be conducted.Evaluate local groundwater flow conditions and establish a site-specific,localized
flownet that is dependent on geologic conditions and reflects the geologic cross sections and fence
d agrams
MTBE plumes can be non-elliptical,long,narrow and erratic(meandering). Itwill necessary to
construct borings, appropriately screened:monitoring wells and/or monitoring we11 clusters in transect or
perpendicular to the MTBE plume to define the extent of the plume. If it is found that the petroleum plume
is migrating off site then it may be necessary to pump and treat contaminants in order to gain hydraulic
control of the plume.
An old pumping station and unidentified potential conduit exists to the south of this site, just north of
Thompson Rd. Provide PHSfEHD with specific information regarding this station;it's use and
construction including subsurface diagrams, and evaluate the potential influence or conduit significance it
may have regarding the contaminant plume at the above referenced site.
A Division of san,Joaquin County Health Care Services:
