(Stratus), on behalf of Mr. Dalwinder Dhoot, is submitting <br /> this Interim Remedial Action Plan (IRAP) to initiate remedial activities at Joe's Truck <br /> Plaza, located at 15600 South Harlan Road, Lathrop, California (Figure 1). Stratus <br /> proposes to install a groundwater extraction and treatment system to initiate removal of <br /> dissolved phase petroleum hydrocarbons from the groundwater beneath the site <br /> (Figure 2). <br /> This IRAP was prepared following discussions with the Regional Water Quality Control <br /> Board (RWQCB) and the San Joaquin County Public Health Services Environmental <br /> Health Division (SJCEHD). A description of the subject site, a summary of the previous <br /> environmental activities performed at this site, a discussion of the subsurface <br /> hydrogeologic conditions, and a discussion of the vertical and lateral extent of dissolved <br /> hydrocarbon impact are included in Stratus' Work Plan for Additional Site Assessment <br /> and Evaluation of Remedial Alternatives (Work Plan, dated January 5, 2005). <br /> PROPOSED SCOPE OF WORK AND RATIONALE <br /> Dissolved methyl tert-butyl ether (MTBE) is the primary chemical of concern at this site. l <br /> Based on the fourth quarter 2004 quarterly monitoring data, MTBE is reported in wells <br /> MW-2 (420 micrograms/liter [µg/L]), MW-3 (700 µg/L), MW-7 (62 µg/L), MWO-2 <br /> (12 µg/L), and MWO-1X (440 µg/L). Impact in Sand A (approximately 3 to 10 feet <br /> thick, encountered at approximately 5 to 8 feet below ground surface [bgs]) has been <br /> constrained to the north, west, and south, but remains incompletely characterized <br /> northeast of well MWO-2. These data suggest the dissolved plume in Sand A is fairly <br /> narrow, oblong-shaped, and appears to be migrating to the northeast.
