t <br /> BACKGROUND <br /> San Joaquin County removed an underground storage tank at the <br /> Harney Lane Sanitary Landfill, 14750 E. Harney Lane, Lodi, <br /> California on October 6 , 1989 . Soil tests have revealed diesel <br /> r fuel contamination at the tank removal site. <br /> Soil tests were taken in the undisturbed soil at each end of the <br /> tank. Tests results showed a diesel $2 concentration of 80 mg/kg <br /> L at the north end and 1100 mg/kg at the south end of the tank <br /> removal site. <br /> CThe San Joaquin County Public Health Services Department has cited <br /> the site for diesel fuel soil contamination(Exhibit 1) . They have <br /> also requested further assessment of the extent of contamination <br /> and a plan for correction. <br /> The County plans to excavate the contaminated soil and utilize a <br /> land farming technique to bio-remediate the soil. <br /> PLAN TO DETERMINE EXTENT OF CONTAMINATION <br /> 1.: <br /> The tank removal site is shown on Figure 1. It will be excavated <br /> Cto 10 to 12 feet below the bottom of the tank removal depth. An <br /> in-situ soil test for #2 Diesel will be taken at a point in the <br /> excavated site favoring the south 1/3 of the tank removal area <br /> 1 <br /> i.. <br />
