_ Item No. 2 <br /> BZA: 7-12 -84 <br /> BOARD OF ZONING ADJUSTMENT <br /> AUGUST 28, 1980 <br /> 2. USE PERMIT APPLICATION NO. U-80-55 OF BARBARA MUNRO (c/o Charles Nascimento) , <br /> for 95 RV campsites (20' x 50' each) and boat ramp launch, one-fourth mile <br /> east of Two Rivers Road, at the confluence of the San Joaquin and Stanislaus <br /> Rivers, Manteca. This item was continued from the meeting of July 24, 1980. <br /> Planning considerations: The Planning Department introduced a written report <br /> into the record. Mr. Thanas noted that the applicant has requested bids to <br /> improve the road out to Two Rivers Road. He said that the sand on the roads <br /> inside the park should be oiled every year; that gravel could be washed out <br /> during flooding. <br /> PROPONENTS: Mr. Nascimento was present and said he talked with Mr. Borgman <br /> and he will make a separate sewer system for the dumping station; he will <br /> continue to work with the Local Health District. He said they will oil, tar <br /> and gravel the road and will place four speed bumps in it. They also have <br /> an escape route in case of flooding. They have had the water quality tested <br /> by Nelson Laboratory in Stockton and they will work with the Local Health <br /> District on that. <br /> Mr. Thanas noted that would satisfy the concerns of staff; the main concern is <br /> that the requirements of the Local Health District be met. <br /> OPPONENTS: LeRoy Bernardo was present and said that the road goes through <br /> his property and he does not feel that the dust will be stopped by the method <br /> described; he asked that the road be paved or the permit denied. The property <br /> owner did not live up to the past conditions to maintain the road. Mr. Bernardo <br /> said he has owned the property for the past 2k years and the road was oiled <br /> only one time; there is a very bad dust problem. Mr. Bernardo expressed con- <br /> cern over the rise in bacteria count in the water and he felt it any be caused <br /> by this development. <br /> REBUTTAL: Mr. Nascimento said that if the road gets bad again, they will <br /> oil it again and put in chip seal and that is supposed to last 3 or 4 years. <br /> PUBLIC HEARING CLOSED <br /> Mr. Blevins commented that two inches of blacktop with a road base, chip seal, <br /> has been approved at times and it will control the dust if properly applied. <br /> Comm. Boyden commented that the construction of the access road would have to <br /> be to the minimum County standards; the road would have to be adequately <br /> maintained and kept to the same standards as a permanent road. <br /> MOTION: Moved, seconded (Boyden-Becker) and carried by a unanimous roll call <br /> vote to ratify the Negative Declaration and approve the permit subject to the <br /> following conditions: <br />
