Paladine Mileage Center SITE CODE: 1412
2421 Holly Dr.
Tracy, CA., 95736 i
San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD)
has reassigned the above referenced site to Michael Infurna, Senior RENS, since Linda
Turkatte's transfer out of the Local Oversight Program.
i
The State Water Resources Control Board (SWRCB) has recently issued a notice of
Removal of Monies from the Letter of Commitment for this site. Since you have only
90 days from September 8, 1997 to submit a reimbursement request to the SWRCB,
I PHS-EHD has established a course of action for you to take.
E A recent evaluation of your site has indicated that the soil and groundwater petroleum
plumes have not been delineated in the vertical and lateral extents. A workplan to
determine the limits of the release from the underground tanks (UGT) should be
submitted to PHS-EHD by October 31, 1997.
! In addition to investigating groundwater conditions at the current depth to water, PHS-
EHD is requiring UGT sites to verify the deepest (drought condition) depth to water
during the period the UGTs were onsite. Once this historical depth has been
determined, a complete site assessment is to include the collection of soil and discreet
groundwater samples from this level.. If the soil and/or groundwater from this drought
condition depth are contaminated with petroleum constituents, deeper soil and
groundwater sampling will be required. The vertical extent for petroleum contamination
can only be considered "delineated" when laboratory analyses of samples (soil and
groundwater) collected at depths verify that detectable amounts of petroleum are not
present.
Recent changes in monitoring requirements need to be included in your ongoing
investigation. Enclosed is the requirement that follows the recommendations noted in
the Central Valley Regional Water Quality Control Board (CVRWQCB) memo dated 30
August 1997. Please include this modification when sampling the monitoring wells on a
quarterly basis as required by PHS-EHD. Please continue to sample the groundwater
for Total Petroleum Hydrocarbons as Gasoline (TPH-G) and Benzene, Toluene,
Ethyibenzene, and Xylene (BTEX), as well as the.oxY6enates.
