PHS/EHD has a contract with California State Water Resources Control Board to
conduct an underground storage tank corrective action program. The above referenced site was placed in
the PHS/EHD Local Oversight Program (LOP) in August 1995.
On January 20, 1999, this office approved the Work Plan prepared by Tait Environmental Management, Inc.
and permits were issued for a soil and groundwater investigation. The work began on March 16 and was
completed on March 19, 1999. Two hand auger borings, four soil borings, and 2 Monitoring Wells (MWs)
were completed with soil samples collected for analyses. One waste oil UST was removed and 3 additional
soil samples were collected beneath the tank invert. On April 14, 1999, the two on site MWs were developed
and sampled.
A report dated May 11, 1999, containing the findings from investigation has been reviewed by PHS/EHD. Soil
and groundwater contamination to 60 feet below ground surface was evidenced in the areas of MW#1 and
MW#2. MV41 has the highest contaminant concentrations in groundwater; a sheen was observed in the well
at the time of sampling. MTBE was detected in groundwater from MW-1 at a concentration of 46,500 part per
billion in the sample collected on April 14, 1999. MW-2 also evidenced soil and groundwater contamination.
Due to these high concentrations in groundwater and the undefined vertical extent of the contamination in sail
and groundwater, additional definition will be required. In order to characterize the full extent of the plume, an
investigation including soil and groundwater sampling must be performed to delineate the lateral and vertical
extent of contamination from the unauthorized releases in the areas of MW-1 and MW-2.
To date, no well receptor survey has been submitted to PHS/EHD. You are directed to perform a survey and
identify all wells within a 2000 foot radius of the site and submit your findings to PHS/EHD.
Please submit a work plan, a well permit application and an $89 permit fee by October 30, 1999 to further
characterize the vertical and lateral extent of contamination.
If you have any further question regarding this matter, contact Harlin Knoll at(209)468-3442.
Donna Heran, REHS, Director
Environmental Health Division
 C
Harlin nio REH Margaret agorio.
