Hazelton Avenue
Stockton, CA 95202
The San Joaquin County Environmental Health Department (EHD) has reviewed Second Quarter 2014
(Annual) Groundwater Monitoring Report April 2014 (GWR), dated July 15, 2014 prepared and submitted
by Condor Earth Technologies, Inc. (Condor).
Methyl tertiary-butyl ether (MTBE) and benzene concentrations in groundwater at the subject site exceed
the concentrations that are considered to be low-threat as established in the Low-Threat Underground
Storage Tank Case Closure Policy (LTCP). In GWR, Condor recommends that a work plan for an ozone
injection pilot test be prepared. The EHD approves the preparation of the work plan, which should include
technical justification for ozone injection.
In GWR, Condor recommends the continuation of the following groundwater monitoring schedule:
Semi-annually sample MW-1, MW-2, and MWA; annually sample MW-6; and biennially sample MW-3,
MW-5, and MW-7. Condor also recommends that naphthalene be added to the analytical schedule. The
EHD concurs with the proposed groundwater monitoring schedule and addition of naphthalene analysis.
On November 7, 2014, an EHD representative attended a groundwater sampling event performed by
Condor. As of this letter's date, the corresponding report, analytical data, and groundwater measurements
for this event have not yet been submitted to the EHD and uploaded to the State of California's Geotracker
website. Please upload the aforementioned items to Geotracker at your earliest convenience.
If you have any questions concerning this letter, please contact Gabriel Gonzalez at (209) 468-3442, or by
email at gagonzalez@sjcehd.com.
Gabriel Gonzalez, REHS Nuel C.
